Copy [Joseph Hill, Saville Row] to `Sir': Thinks Mrs. Leigh's tenants have been precipitate although conduct of [Land Tax] Commissioners `very violent and arbitrary' Tenants who attend commission had no right to consent to `living' assessment on behalf of others. Mrs. Leigh too unwell at present to become involved.
