Administrative History The functions and responsibilities of the Stratford-upon-Avon Corporation and Borough Vestry overlapped to such an extent that it is impossible to disentangle them completely: the only parish officers consistently elected in the Borough Vestry were the churchwardens, the overseers of the poor and the surveyors of the highways for long periods being appointed by the Corporation and submitting their accounts there. The situation is further confused by the separate existence of the Old Stratford vestry which had independent responsibilities for that part of the parish of Stratford-upon-Avon outside the borough boundary.
