Letter from John A. Cross, surveyor of taxes, at Tax Office, Leamington, to H.C. Knight, esq., Heathlands, Malvern, concerning appeals for repayment of Schedule B duty. Although farms had been thrown on his hands as owner, and he had since farmed them himself at a loss, he was not (as he supposed) entitled to repayment of duty, as appeals under Schedule B were restricted to tenant farmers. There was a special Treasury order issued in December last suggesting that the right of appeal might be extended to owners farming their own land, but only if the farms had been thrown on the landlord's hands in consequence of the prevailing agricultural depression, and not if the lands had been in hand for more than a year.
